I can't say much for the PSP (as I don't have one), but I can highly recommend the DS - its an amazing handheld, and really become "part of my life" over the last.. 4? years.
No shortage of amazing games - but in the end, it comes down to what games you like.
There won't be a new DS / handheld from Ninty anytime soon.
