That's what deterrent means, they've stopped large groups of protestors in the past from becoming unruly so why would the police change tactic now. If you get violent you risk being trampled by a horse, the definition of deterrent. This is the protestors fault and they went the route of mutually assured injury. Who the fuck throws things at a animal? Deviants and violent thugs. 

It's the job of the police to protect the people. That goal is not possible to achieve from on top of a horse.

Protesters throwing things is nothing new.
Horses are skittish animals by nature, you can train them to get used to and remain calm for as many things as you can yet anything new to them will still spook a horse and make the nervous. (For some reason here horses are very skittish around bicycles. When I meet one on the trail or even coming from the opposite direction on a dirt road, I'm always afraid the horse is going to knock the rider off so badly do they 'fear' me riding a bicycle. Sometimes I have to stop and get off while talking calmly to the horse so they can pass)

Who puts a 1,000 kg animal in a crowd of people, risking injury to people and the animal. It's the fault of carrying on dumb traditions while better, safer, cheaper, less provocative measures are available.
