You aren't getting it at all. Of course they lost a lot of ground for published sales, they are using a lot of their resources for other companies published games. Many Koei Tecmo developed games are already higher than their #1 published game on Switch.

If you don't see how going from games selling 400-500K on PS3 to not having a single game on the PS4 with over 200K sales is problematic, I don't know what to tell you. PS4 performance is similar to PSV performance, which is weak to begin with. You can disagree all you want but you've not presented a single argument how they are following a winning strategy for Japan.

So their lack of focus on the Switch outside of games Nintendo is basically paying them to make/port like Hyrule/Fire Emblem Warriors isn't exactly groundbreaking.

If you want to see a publisher taking the Switch seriously look no further than Bandai Namco who have 8 games sell over 100K on the Switch and 2 games that have sold over 400K. Compare that to the PS4 which has 13 games that sold over 100K but only 4 have surpassed 200K sales. With Captain Tsubasa being the next title likely to have strong sales far beyond what Fairy Tail, Nioh 1/2 or the next Warriors game is going to sell in Japan.

I still don't understand what you arguing, outside of Capcom & Square who actually have World Wide hits associated with Sony ecosystems the rest of the Japanese Publishers don't have a fallback plan. Still, it's a risky situation for them as well since a lot rides on how well future games in the Final Fantasy, Kingdom Heart, Resident Evil and Monster Hunter World do. But if those games are Playstation exclusives in the future, the current trend says that they are set to lose more ground on their home market.

Do I really have to spell it out...

017./000. [PS4] Dragon Quest Heroes: The World Tree's Woe and the Blight Below # <RPG> (Square Enix) {2015.02.26} (¥7.800) - 348.277 / NEW (269.303 <89,89%>)

091./000. [PS4] One Piece: Pirate Warriors 3 <ACT> (Bandai Namco Games) {2015.03.26} (¥7.800) - 80.266 / NEW (46.693 <71,30%>)

007./000. [3DS] Yo-Kai Sangokushi <SLG> (Level 5) {2016.04.02} (¥4.600) - 545.019 / NEW

016./000. [PS4] Dragon Quest Heroes II: The Twin Kings and Prophecy's End <RPG> (Square Enix) {2016.05.27} (¥7.800) - 259.001 / NEW

19./00. [NSW] Fire Emblem: Three Houses # <SLG> (Nintendo) {2019.07.26} (¥6.980) – 273.905 / NEW

15./15. [PS4] One Piece: Pirate Warriors 4 (Bandai Namco Games) {2020.03.26} (¥7.800) - 5.660 / 128.502 <80-100%> (-15%)
16./17. [NSW] One Piece: Pirate Warriors 4 (Bandai Namco Games) {2020.03.26} (¥7.800) - 5.621 / 110.457 <80-100%> (-5%)

These are all games made by Koei Tecmo. Some games sold over 500k, they are clearly doing fine. If they weren't using their dev power to make games for other publishers, they would simply make and release their own games.
