A remaster is the reuse of existing assets but with greater fidelity or new assets with the intent of replicating the original art but with greater fidelity.
A remake is a complete recreation of the work with little to no reused assets often with the intent of telling the story of the art differently. They tend to be a rebuild completely from the ground up.

Examples of a remaster:
Music - Led Zeppelin I (Remastered Original CD)
Movie - Star Wars: Episode IV - A New Hope (Star Wars Remastered)

Examples of a remake:
Music - American Woman by The Guess Who and later by Lenny Kravitz.
Movie - Ocean's 11 from 1960 and from 2001.

These definitions suggest XC: DE would definitely fall more in line with being a remaster than a remake.

Movies and music are a different medium to games which are more complex than them for a start the former don't have to account for aspects like assets which in the latter can completely overhaul the experience.
