In this case it's not about the limitations. It's about console developers' unwillingness to sacrifice visual fidelity for performance. The consoles are plenty strong to deliver solid 60fps on 4K, but developers refuse to go there or even give the option of a performance mode. It's the same thing from the last two gens where consoles had plenty power to run all games on 1080p60, but developers opted to not go there. And why would they, when they have a rabid fanbase of people who don't even know how it is to have more. Console developers live in luxury and they won't give it up.

That why it was so easy to predict that games wouldn't run at 60fps, no matter how fast the consoles will be.

Consoles have *always* been capable of delivering 60fps experience, which is why pretty much every console has 60fps games.

3rd Gen:
Nintendo: Megaman.
Sega Master System: Sonic.

4th Gen:
Super Nintendo: Super Mario All Stars.
Sega Genesis/Mega Drive: Sonic.

5th Gen:
Nintendo 64: had F-Zero-X at 60fps
Playstation 1: Ridge Racer R4 at 60fps.
Sega Saturn: Virtua Fighter.

6th Gen:
Playstation 2: Soul Calibur.
Gamecube: Metroid Prime.
Xbox: Ninja Gaiden Black.
Sega Dreamcast: Daytona USA.

7th Gen:
Xbox 360: Forza.
Wii: Super Mario Galaxy.
Playstation 3: Gran Turismo.

8th Gen:
Wii U: Tekken.
Xbox One: Halo 5.
Playstation 4: Battlefield.

9th Gen:
Nintendo Switch: Smash Brothers.
Xbox Series X:
Playstation 5:

One thing is for sure though... The most powerful console, which can have that "power" easily extracted, tends to have the most 60fps games.

But despite the current consoles being millions of times more capable than the NES... They are not guaranteed to get more 60fps games, it's entirely down to developers and what their goals are.

As always, if you want a higher chance of having your games operate at 0fps, the PC is where it has always been at, will always be at... Unless developers make a hard engine decision to lock the engine at 30. (Thankfully that is the very very very rare exception!)
