Stadia uses a hybrid model. Every month 3 new games are made available for free for pro subscribers. And discounts on sales. Since November 2019 a total 13 games have become free for pro subs.
I have been watching both xcloud and stadia developments. XCloud will start with much more games. But Stadia has the best image quality and frame rates (up to 4K whereas XCloud is 720P only).
