If the government gave you a tax break or something for using green features, then these things would be more commonplace. The government doesn't have to subsidize it. There are solar power companies that install panels on customers' homes, and instead of paying them up front, they sell you the electricity at a guaranteed fixed rate for 25 years. If you're a DIY guy, you can take out a home equity loan and make the payments on that instead of your power bill.
These ideas are still more expensive right now, but in the next few years they should reach parity with other forms of electric power.
