I think more than 30 years later it's still the most popular cartoon show in Germany. It's rerun every year (and now they're even making a live action movie, oh well...) And yes, Herman van Veen's Alfred J. Kwak was on German television (it was a Dutch/German/Japanese co-production). This cute cartoon show was very popular over here. I loved the voice of the little duck (the voiceover was done by the same woman in the German and Dutch versions, as far as I know).

I have lots of old cartoons that could easily be rated amongst these, but I always make a clear distinction between "real-life" shows and cartoons because they are a completely different medium. The fact that it's "native" (in European sense) didn't had so much to do with it, rather then the reason stated before. Avatar is my exception though, as the story makes it an easy contender on par with Heroes. A top ten cartoonshows for me would roughly be, in no order:

Anything Animaniacs (Animaniacs, Freakazoid, Pinky and the Brain)
