Comparing one country to the whole Western world?

Well, I think it depends on genre. In general I'd say:

West: Sports, ARPG, FPS, TPS, Racing, Sandbox, RTS, Adventure, MMORPG. Typically - more 3D, fast-paced, large-scale, technically advanced, more hardcore, and slightly more risk-averse and conservative in game design.

Japan: Puzzle, SRPG, Turn-Based Sim/RPG, Platformer, 2D, Fighting, Educational.  Typically - more 2D, slow-paced, small-scale, technically behind, more casual, and slightly more risk-taking in trying out weird ideas.

Japanese devs have been somewhat good at coming up with some weird new stuff. But some of the Western devs are really good at evolving these ideas to a more sophisticated and advanced level.

For small-scale games I tend to look for Japanese ones because I like their wicked ideas. For large-scale epic games, I usually turn to Western devs.
