Gonna be honest, wasn't expecting it to score this high. Must mean the added content is really meaningful, or else the critics could've been more harsh on it.

If this game was exactly the same as the original, it would get a much lower score. There are countless examples of remakes or remasters that have marginally improved over the original game, but end up with a lower score anyway. It's just how things are, really. So for P5R to get such a high score probably means this is a big improvement.

One more thing to consider.
This is released at full price, for the exact same system.

So with that in mind as well, I expect critics to be harsher. And they may very well have been. Just that all the extra stuff outweighs the cons.

Persona 3 FES was similar to Royal. Extra story and gameplay elements. Even an extra Epilogue story after the main game finishes. (Only 20 hours or so, but still.)
And that game retailed at launch for $30.
Royal being $60 is a pretty bold move. But with that I expected a substantial amount of extra content. Way beyond FES or Golden. And that seems to be the case.

And anyone that doesn't want to pay full price twice should already be aware that Persona will have a second version, even more if when you see the review they leave some months unplayable.
