If we were talking about same game, everything else the same but one have higher FPS and Resolution yes this would be better. But when comparing IQ of two different games to say that because one have higher res than the other then it is better is ludicrous and we know it.
Unless you want to say that a random indie on PS4 that was 1080p looks better than almost all games on X1S since they don't reach 1080p.
