PC gamers are not the target demographic for Lockhart/Series S. MS already puts all of their 1st party games on PC, and they have Gamepass on PC now. Lockhart/Series S is for budget conscious console gamers and gamers who only have 1080p tv's still and don't really need a 4k console yet. People who typically wait 2+ years into a generation to buy a new console, because they're waiting on price drops.

I just recently built a beefy PC, though I don't play many PC games.  Still don't have a 4k TV since they don't make em in 32".  Wouldn't get this Series S though.
