I think they are both great for different reasons.
FF7 was cool and edgy, while Ocarina was gentle and heartwarming.
FF7 had a better story, Ocarina had better gameplay.
FF7 had a modern political story thhat made you think, while Ocarina was more like a classical fairy tale.
They are both good in their own way.
