By default it is. That's how it's intended. Saying "normie" isn't an insult because some normal people are happy to be normal is like saying "racist" isn't an insult because some racists are proud to be racist.

That said, anyone who thinks calling someone a normie is the same as calling them normal doesn't understand the term. The way I see the term get used, it tends to mean a couple of things, but actually calling the person normal isn't one of them. On the one hand it's used to apply an outsider status to someone, to exclude them from an insider group that is in the know. The insult here is "you don't belong with us, you belong with the boring, nameless masses" and effectively calls the person uncool. The other way it's used is even more insulting, suggesting character flaws in the person's mode of thinking. "Normie" connotatively suggests that the person it names does not think for themselves, mindlessly following trends, lacks a unique personality, only liking things because they're popular rather than because of the merits of those popular things. It also suggests a lack of sophistication with modern internet culture, an inability to comprehend the humor and cultural trends of the digital age. In this case it calls the person stupid, boring, easily manipulated, and uncultured swine. It's similar in that way to "basic" or "basic bitch" but can be applied to a wider group of people and is used more by internet culture.
