They could do whatever they want. They can have Mickey beat wave after wave of cute baby rabbits with his dick. The point is they don't want to. That's not how they want Mickey portrayed. They want him to be as "pure" as possible.
In what cartoons made in the last 20 years does Mickey engage in silly pretend cartoon violence? Kingdom Hearts is the only circumstance that I could think of Mickey doing anything of the sort.
