Between the two, Ocarina for sure. For me if there's a game I can go back to over and over and still enjoy the journey, it's Ocarina. JRPGs like FFVII rely heavily on story and there's only so many times the story can surprise me. I love JRPGs, but Ocarina of Time solidified my appreciation for gaming. Love the dynamic gameplay, dungeons, sense of progression, etc. But I'm not just going to bash the other choice like some. FFVII did a lot of gaming, especially with CG and telling a cinematic story, but other than that it's just...Final Fantasy. Which is good. A true evolution of Final Fantasy. Ocarina, imo, was a true evolution of the Action Adventure genre. It set the stage and rose the bar for Action Adventure games to come with its gameplay mechanics and technical prowess.
