I guess it depends on the games you play. Rainbow six siege is filled with them. I played it on my friends PS4 you know how many people I saw get banned for cheating? Zero. There's a constant list of people getting banned when I played Rainbow. I see at least 20 players get banned every time I play. So far this ranked season I've had my rank adjusted because of cheaters they caught 3 times.
Saw more cheaters in BF4. Guy was sniping people from across the map. Maybe your not playing the kind of games where people cheat I don't know. There's a few games I've played where there doesn't appear to be cheaters but Rainbow Six is my favorite online game right now and I'm about to leave PC and go to PS4 just to get some fair games. On console cheating is basically a nonissue. It's just way to easy to cheat on PC games because of the open system.
