Almost every game on wii U have a version with no gamepad. Splatoon 2 on switch, zumbi U in ps4, even mario maker on switch you can play with buttons.
Also there are reports of developers not knowing what to do with the gamepad...
In this case, the gamepad could be like the PSVR is. An optional accessory for a few games. Imagine the only way to buy a PS4 was paying 700$ for a PS4+PSVR for 700$+? PS4 would fail hard as the wii U did.
Id put a pro controller with gyros instead of the gamepad on wii U. And also release earlier (1 year earlier maybe?). Id would release the gamepad later as optional accessory, as a way to offer new experiences as well enhance the experience of some games. And to play every game away from tv.
That said, the base Wii U would have a lower price, what would increase the value. Thus, better sales, thus increase the interest of developers on the system (also considering not having to consider the mandatory gamepad).
Wii U could be a moderate success.
