Most next gen game won't be 4K@60fps, 4K@30fps is to be expected in the beginning for publicity reasons, later in cycle that will drop to dynamic res @30fps.

1080p to 4K UHD is massive resolution jump, much bigger than 7th to 8th gen jump and currently AMD 5700 GPUs drop at some 2.3x on average when going form 1080p to 2160p with same settings. Even if take into account better efficiency of current AMD GPU tech when it comes to infamous FLOPS, they are still quite way of the needed mark for the same jump we had in 7th to 8th gen, after the resolution penalty.

Devs will always try to push as much as they can, and in most cases resolution is safe bet to get cut early on - which is quite fine actually, dynamic upscalling has come a long way.
