It's both. And it's okay to be both.

The Wii U is a hybrid console as well, albeit it's portability is much more constrained.

It is a home console. The internal chips are irrelevant.

It won't compare.

The Switch is built using 8th gen hardware with 8th gen hardware feature sets, which has lent itself to receiving impressive ports.
Obviously the Switch's hardware (nVidia Maxwell based) is more efficient and has a few extra features that the Graphics Core Next derived Playstation 4 and Xbox One does not... (Expected being several years newer) But it's going to be orders of magnitude inferior on all fronts compared to next gen.

But it also might not matter, Nintendo has proven several times that graphics isn't everything, it matters to some of course... Personally as a Switch owner I am  not a fan of that tiny, low-resolution display... But if they keep pumping out charming looking games like Zelda: Links Awakening remake, I am not going to give a shit.
