Maybe if you include mobile gaming, but limited to just console/PC the major European countries (UK, Germany & France) would be very close indeed to Japan on that metric, maybe even surpassing Japan depending on just how much PC gaming contributes to it. That would be at true for at least the current gen, probably the last gen, and maybe even before that too.

Besides, how important a country is to the gaming industry and the quality of the games it produces aren't necessarily linked. Germany is a country that absolutely can compete with Japan based on per capita console/PC software/hardware sales, yet how many good German made games can you name?

Plus, even the console maker angle is kind of weakened when 1 of them makes all of their best 1st party games outside Japan.

Wow, those are some bold claims.  Do you have any data comparing Japan vs Germany sales revenue?  Especially for years 2003-2018, since that is what the OP was talking about?
