Ya know.... I'm just gonna put it out there for people who complain that procedurally generated worlds is just more of the same over and over... have you guys ever gone and traveled around a few different regions, sadly once you seen one big city and series of towns around it there isn't a whole pile of change to the actual buildings and peoples in my experiences so far, sure some are slightly hotter but if you don't like seeing copy pasted buildings you better be ready for a shock as to how many towns have a gamestop and a McDonalds (all of them) or things like Subway. Sure don't get me wrong every town and city has its own historic landmark or so, but after a while you'll get to see the designs of most old architecture and honestly.... yeah the spread of the catholic church over Europe made it so most towns have rather similar designs as their main concern was spreading out.

This isn't a dig at the game here.... more a case of a dig at travel possibly lol, just that the world as a whole is mostly the same, if you got Zapped right now to some town roughly the same size as yours in the other side of the world (staying on the same position N/S) then the difference would just be down to layout, the people and buildings are more or less the same, modern architecture is built to code and generally boring.

I have to agree with you, reason I usually prefer to go to old areas of the city or visit landmarks. The rest of the city is more or less the same whenever I go in USA travel.

Still the point against OP stands. A big city is already empty enough of good missions to do, to spread out in a globe scale would be ludicrous.
