They make a massive difference.
The 7th gen CPU's ended up wasting CPU cycles on things like Morphological Anti-Aliasing, texture decompression and so on, so the CPU's didn't get the chance to well... Do CPU stuffs.
Plus those IBM PowerPC chips weren't exactly great performers to start with anyway, they were cost-sensitive chips, plus they only became relatively "acceptable" once you loaded up the thread counts, which not many early games did... Those simpler in-order core designs just didn't do them any favors.
