16 Gigabit chips have been available for awhile now.

At the end of the day, the current "hardware" on the market in the form of dev kits or concept designs may not be representative of next-gen hardware.
Before this current generation of consoles there was all sorts of hardware configurations floating around in dev kits which weren't representative of final console hardware, just keep that in mind.
