It depend how the developer will utilize it, lazy developer will skipped the benefit and using just the middleware. First party and exclusives will benefit most. But don't worry the tech is not an exotic technology like the cell on PS3, The PowerVr tech is still a PC GPU based on X86.
About the camera being mentioned , it does not mean both console will have camera bundled inside, all devkit are probably uses for test, probably it will sell separately.
