Universally would mean among all gamers. If you ask everyone that played a console game in 2017 to name their best game of that year, I think the answer would more commonly be a game other than BOTW. Even the game I'd suspect could get the single most votes (FIFA 18) I'm sure is not even close to being universally agreed upon to be GOTY by everyone that played games.

Too many people playing different things and valuing them by how much they enjoyed them (rather than how innovative they are, etc) for there to be a consensus, imo.

My personal game of that year was Nier: Automata.
But most players that year have a different answer.

Which is why Metacritic exists. An average rating of profesional opinions on games. BotW was 2017s game of the year in most mayor publications, that is all that matters. All those 10s moved switched units, in fact at one Point more copies of BotW had been sold than the console itself. I massively enjoyed HZD that year, but BotW was in truth a better game.
