I will go with San Francisco Rush for the N64 developed by Atari.

I base this on that's what I was playing that year. I beat this games mechanics into submission like no other racing game in my life. Its the only racing game I've played and loved and replayed again and again. I just don't get into racing games. but i played the fuck out of this game!
I bought a used PS and FFVII and played to the second disc but it always felt like work for me to play. I finished Starfox 64 once and never touched it again. I loved the level and enemy layouts in Goldeneye but hated the aiming controls, so horrible. San Fransisco Rush still holds space in my heart.
