Why aren’t they allowed to be advanced? And what difference does 5 years make?

Are you content on having an undemocratic state like China in being technologically dominant ?

Currently, America has global hegemony because nearly all nations rely on American technology. Are you prepared to see a future where the rest of the world cedes their technological sovereignty from America to China ? With China, by making the rest of the world and especially the western world dependent on it's technology means that China can become the new de facto global hegemony of this world where they intentionally have nefarious plans that only look out purely for their own self interest ...

If that happens then what of NATO as well ? Can you not see the conflict of interest this poses for NATO members when they have to rely on Chinese technology if they don't take actions that go contrary to NATO's interests or they face the threat of a blockade of buying technology from China ? Think about it for a second, if NATO members relied heavily on using Chinese technology for decades should they heed words from the US or China ? A high possibility is open in the future where China could have the ability to destroy NATO from the inside out without even so much as to lift a finger ...

Globalization is a very dangerous game. We could either end up having the US as the world leader which has a record of at least respecting western liberal democracies like Europe or we end up with China being the world leader where just about every sovereign state is in some form or way unwillingly subservient to the CPC because they don't want to go back to the "dark ages" so to speak ...

5 years would make a noticeable difference IMO since it could seriously stunt the growth of China and contain their influence on the rest of the world far longer by as much as the next 15 years ...
