Most developers don't want to limit their audience to just PC and no developers want to limit their audience to people with an i9 and two RTX 2080 TI's in SLI.

That's not to say the games can't take advantage of that power, really high resolution and hz etc, but they're not built specifically for that power from the ground up.

Due to minimum effort for gain, when devs target a much lower configuration what they put for the higher tier are cosmetic stuff.
