I would agree if the game was overly plagued with it, but it isn't, that's just how it is.

I only properly played FF7 in 2015, and did not suffer with any of that. But of course, my favorite game in a JRPG from the very same era, so I'm really used to that kind of stuff since... well, always.

I don't think there is ever a time when I got overly frustrated with random encounters. I mean I recently played the first few missions on FF7 and think I had all of 6 or 7 random encounters. The expected for standard leveling.

My issue with modern JRPG or no random encounter games is that because it's not random you are sometimes forced to get into encounters to level, as in reality, you can just walk around the enemy and not encounter them. FF12 and 13 has this issue. 2There is a big enemy there, I'll just avoid it and go for that little one instead." Yet in FF7 in the ice caverns, that one area were Malboro spawn, I feared one popping up. Is it going to be that when you get to that section, you'll just see the malboro and just walk around it?
