Google can advertise the crap out of Stadia on Youtube and if a ton of people demand higher data caps/no data caps then lo and behold suddenly your ISPs will be able to offer those at little/no additional costs. Or they'll make a deal with Google to exclude the Stadia traffic from the capped data.
