Yea i remember people seeing the footage could have been recorded at 30fps which is not unheard of.

You are comparing games made for last gen specs in mind, and even then zelda struggles to maintain 30fps, and that was ported by nintendo, witcher 3 is game made for consoles with 4-5X the power, it's massive open world game that's a generation ahead of Zelda graphically.
