Pretty sure it's possible to use cooling elements for 15W. At least we now know where Ryzen's lowered TDP has gone :P

I'm also surprised that no one has connected it to the other heatsinks as they've done in the past.

The high TDP may also have something to do with AMD designing the chip instead of ASMedia.
