Game discs/packaging isn't produced in Japan for the world, every region has it's own production for that and there are tons of different producers to select from. The situation for physical Switch games might be more complex, but I believe Taiwan easily has enough flash production capacity to handle that for the US market.
And no, the console itself isn't the only thing that's affected, peripherals ( the 90+% that are manufactured in China) are affected aswell.
