It could be 50 years away... 1.8GHz is not going to happen on a console.
There is a Navy based picture of a PC board floating around on the net. 8 gddr6 sockets, and two 8 pin power connectors. Maybe the rumour stems from that card which could go to 1.8GHz, given it's a 300W design. 1.8GHz - not going to happen on consoles.
