The Chinese release was AFTER the policy implementation which means it should have been censored upon release. The fact that it wasn't is what promoted the patch.

The JPN version was released 2 - 3 months BEFORE the policy which is why there is no 'could have': it doesn't fall under the new policy so it is not affected.

Your conclusion only stands if the game in question released in JPN BEFORE the policy, but somewhere else AFTER the policy.

This is not even the situation with DMC5. It released everywhere AFTER the policy and was not affected in all regions, which is not in keeping with the policy as we understand it.

So before the policy implementation in October 2018, it could be safe, Japan or not, right? Yeah, just like this game:
