In its current form - yes. But Im sure they will have a global "hall of fame" or similar, where the best scores/achievements are store (for everyone). Why would anyone want to log into a system where they see a full list of everyone that has completed a particular achievement? (could be tens of thousands of names). Makes sense to do for friends. BTW - was thinking that the Wii could definitely do with a "Global Scores" Channel. You log in, and all your best scores (from VC, other games, from save games) are extracted and sent to the server - then you can see the best scores (over the world, in a country, etc).
