I notice is but can tune it out not to be in focus. It is the change in fps that you notice but I have never really cared about it, just kept playing the game.
What made me tolerant to it I guess is that way is Back in the late 90s playing Unreal Tournament online on dailup 56k modem from Australia on American servers lol. 700ms lag make the frame rate look like is about 5fps lol
The lag in that made it so hard to play that anything that now anything close enough to 30fps is smooth enough for me hahha.
