Does anyone read pass the title?
The Uniform Plumbing Code has been adopted by California, so it seems that there IS a requirement for businesses to provide restroom facilities for customers.
So, they not only taunt the woman to sue, they are going to be charged for breaking the law.
A manager somewhere is going to lose her job.
