I read somewhere, but I haven't find it anywhere else and it's not in English, that Reach will only come with the multiplayer side, with the single player campaign being offered as a paid DLC.

But I repeat, I've only found it in one place, so take it with a graint of salt.

According to the IGN interview. (Eww. IGN)
Reach will be a paid DLC on Xbox for the campaign.

On PC, the Reach Campaign is getting rolled out first and will thus likely be included in the base game price.

I think the Xbox Game Pass subscribers will also get the campaign for free.
