They've probably had a good amount of time to optimize their code since the first game's release, which would ease up on the processors, and PC parts have (as always) taken a dive in price. In the PC world what is top of the line one day is pretty much the standard a year later and aging another year after that. Throw in the locked 30fps and it's really no accomplishment whatsoever on their part.
