They need to tie the kid accounts to parent accounts so that the parents can monitor comments themselves. That way they can have grown up talks about internet trolls and evil people or they can choose to have comments disabled themselves or report malicious activity. These kids need the positive comments they receive too. They are often needing an identity outside their regular life and YouTube is a great platform for that development. Disabling comments isn't the best solution. They could make timecodes prohibited on those accounts as well.
