I went to play some more, fans were loud again, cpu back to 97c with occasional throttling in game. what's going on. Turns out somehow Win 10 reverted the power plan back to high performance turning cpu boost back on. Why does win 10 keep changing things behind my back! I guess I'll delete the other plan so it can't switch and I'll change things manually when I need to.
Forza Horizon 4 is stuck in winter this week, it locks the season to the server I guess and winter adds a lot of extra processing, as well as making it harder to complete challenges. Pretty annoying. I'm already stuck in winter in real life!
