If this is to be believed, the lowest common denominator will shift from 1.3TF to 4TF for the GPU. Sounds underwhelming even with the improved efficiency in mind.

Actually no. Look properly. What really determines the base console is the CPU. 

And both CPUs are the same.

What you are looking at is literally a 4k console and a 1080p console designed to run the same games with the only difference being resolution and texture quality. But no chance they are putting 1TB NVMe drives in there... SSDs yes, Mo2 based sata SSDs yes...... but not NVMe.
