I think expectations has alot to do with that. Crackdown has been hyped up quite a bit, it was in development for close to 5 years (announced in June 2014), appeared at 3 E3 events and was used to demonstrate the cloud.

On top of that when a game gets delayed multiple times its assumed it's because the standards are incredibly high and they arent willing to release anything that isnt amazing.

The combination of these things can make a good game seem mediocre just because you were expecting it to be great. I havent played this game to i could be wrong but I think that could very well be a factor in the lower than expected scores.
