Haven't heard about that yet. If that is true, the idea seems to be awful. I need to play offline sometimes, the Internet is not the thing I can take with me anyway I go. And sure I'm not the only one. 

Do you remember where you have read that? Maybe, there's some more information?

They very recently decided to patch in an offline mode into their client.

They still have a long way to go yet, so I'm not going to praise them for being late to the party feature wise.
