The CPU doesn't help matters no doubt about it... But anyone who uses a PC will know that the Hard Drive is a big culprit in making anything feel sluggish irrespective of CPU.
For example you can take a decade old dual-core CPU clocked at 2ghz... And it will be dog slow because of the 5400rpm spinning rust, but whack an SSD in there and it feels like a dramatic step up in general OS tasks.

 

I disagree HDD is causing the sluggish UI. However, I have suggested they should put a 64GB - 128GB SSD on the motherboard to handle all the OS functions and perhaps cache. In theory that should speed things up but I don't think it would much, I still blame CPU and optimization primarily.

Would be nice if they reserved HDD for only games rather than saying you have far more than you actually have.  Have the SSD for the OS like you said and then when they say 1tb it's actually 1tb left on system storage before you install any game.
