A number of things can play a factor there, including optimization (or, perhaps, lack thereof). Also factor in hardware (the Xbox One, for example, is notoriously harder to work with than the other machines). The Xbox One X is doing more than the Pro (remember, res impacts performance). So...

XBO : 900p native / 20~25fps (30fps in small area's)
PS4 : 1080p native / 30fps most of the time
Pro : 1080p native / 35~45fps or 1800p native / 25~30fps
X : 2160p native / 25~30fps

In terms of performance (fps):
1) PS4pro (1080)
2) PS4 (1080)
3) PS4pro (1800p)
4) Xbox One X (2160)
5) Xbox One (900p)

This isn't part of a rule, but one principle that remains: 900p/1080p/1880p/2160p are forms of output.

i understand the ps4 pro at 1080p doing better, because it sacs performance for fps, but pro1800 vs xox is nonsense and

While I see that the above list is ranking by fps, the PS4pro (1800) and Xbox One X (2160) are shown to be running the same  25~30 fps but without ranking them equal third the list makes it seem the pro is performing better.
