1920's. The mast at the top of the Empire state was planned for Zeppelin dockings. The picture on the right is from a ground dock, the left just a concept. The risk was deemed too high with winds being swept up from the urban canyon which can result in the Zeppelin doing a head stand on the mooring mast, plus Zeppelins dump tons of water ballast to compensate when taking on passengers and gaining altitude. Not very nice for the people below :)
