No, the US wall wouldn't stop them. The Berlin Wall also didn't stopped people from escaping from the DDR into the West. And crossing that border was even way more dangerous, because you could get shot.  

The only thing that would stop people coming is making the place they want to escape from a better place. That's the only way to go. But I don't say that the US should start sending money to Mexico for fixing their shit.
